The White Plains Housing Authority provides housing assistance to low-income
residents through the management of Low Rent Public Housing. This
program is income based, and the eligibility guidelines are set by
HUD. There
may be waiting lists for
these rentals, and at times, the lists may close to new applicants based
on the size and length of wait. If you are in need of
housing assistance in the area, please contact
the Housing Authority
directly to obtain more information about eligibility requirements, rental availability, the status of any waiting lists and their
application procedures.

The White Plains Housing Authority(WPHA) Low Rent Assistance program will be accepting Pre-Applications for 1 and 2 bedroom units located at the Winbrook site buildings (11 Fisher, 33 Fisher & 225 Dr. Marttin Luther King Jr. Blvd. buildings).

Denise Brooks-Jones, Executive Director
Leadership Vision and Strategy
Denise was born and raised in the Bronx, New York. She has been married
to Garry Jones for 45 years, and together they have two children and
three granddaughters. She earned both her associate and bachelor's degrees from Monroe
College, a private for-profit institution in New York City, before going
on to complete a Master of Business Administration. Denise began her
career in healthcare management, eventually rising
to become the Administrator of Lincoln Hospital within the New York
City Health & Hospitals Corporation.
In 2002, drawing on her strategic management experience and strong
ability to navigate complex business challenges, Denise transitioned to
the public housing sector as an Administrator at the White Plains
Housing Authority. Within a few years, she advanced
to Deputy Director and later assumed the role of Executive Director.
Under her leadership and in collaboration with her team, White Plains
Public Housing has evolved into a nationally recognized model for
affordable housing and urban revitalization.
Denise is an active member of the New York State Public Housing
Authority Directors Association (NYSPHADA), the Public Housing
Authorities Directors Association (PHADA), and the National Association
of Housing and Redevelopment Officials (NAHRO).
